FMGE December 2025: Complete Guide – Eligibility, Dates, Fees & Important Rules

The Foreign Medical Graduate Examination (FMGE) is conducted twice a year by the National Board of Examinations in Medical Sciences (NBEMS) for Indian and Overseas Citizens of India who have completed their medical degree abroad and want to practice in India.

Important:

  • Application once submitted cannot be withdrawn.
  • No refund/adjustment under any circumstances.
Eligibility Criteria for FMGE December 2025

A candidate must fulfil all the following:

1. Citizenship Requirement
  • Must be an Indian Citizen or Overseas Citizen of India (OCI).
2. Primary Medical Qualification
  • Must possess a recognised primary medical qualification confirmed by the Indian Embassy of the country where the degree was obtained.
  • Final exam results must be declared on or before 31 October 2025.
  • Candidate must submit proof that:
    • The final exam result was declared before 31.10.2025
    • The candidate has passed all required subjects.

If proofs are unclear → candidature will be cancelled.

3. Eligibility Certificate Rules

As per NMC/MCI regulations:

Who needs an Eligibility Certificate?

Those who took admission in a foreign medical institution:

  • After 15.03.2002, and
  • Not under NEET-UG-based exemption
Who is exempt?
  • Those who completed foreign MBBS before 15.03.2002
  • Those admitted between 15.05.2013 to 03.01.2014
  • Those who have an NEET-UG qualifying score (valid for 3 years as per the 2019 notification)

If NEET-UG is used instead of the Eligibility Certificate:

  • Candidate must fulfil all NEET-UG eligibility rules of the Graduate Medical Education Regulations, 1997.
4. Meeting GME Regulations (1997)

Candidates must ensure:

  • They met the age criteria at the time of admission abroad.
  • They fulfilled the minimum PCB + English marks required for Indian MBBS admission (with proof of caste certificate if availing relaxation).
  • Must have valid documents as per NMC rules.
5. Exemption from FMGE

Candidates do not need FMGE if:

  • They have a UG medical degree from
    Australia, Canada, New Zealand, UK, USA
    AND
  • They also have a PG medical qualification recognized for enrolment in that same country.
6. Special Rules for Candidates from Pakistan
  • FMGE result will be declared only after security clearance from the Ministry of Home Affairs (MHA).
  • Not eligible if MBBS was obtained in Pakistan after November 2018, unless security clearance was taken before 13.04.2022.
  • Migrants granted Indian citizenship do not need separate clearance.
Document Requirements

Before applying, candidates must possess:

  • Primary Medical Qualification Certificate (PMQC)
  • Apostille / Embassy-attested PMQC
  • Eligibility Certificate / Admission Letter
  • Passport & Proof of Citizenship
  • NEET-UG scorecard (if applicable)
  • Final Pass Certificate / Degree Certificate

Candidates without proper documentation will be declared ineligible even if an admit card is issued.

Important Policy Notes
  • NBEMS is responsible only for conducting FMGE and handing results to State Medical Councils.
  • Eligibility for medical registration is determined by the State Medical Council, not NBEMS.
  • Any false information → immediate disqualification, even retrospectively.
FMGE December 2025: Exam Overview
  • Conducted twice a year.
  • Computer-based test.
  • Two papers of 150 marks each.
  • Minimum score to pass: 150/300 (50%).
